Ying Yuan is the Director of Human Resources and Organisation Development at the Singapore Economic Development Board. She oversees EDB's leadership development, talent management, staff planning, compensation and benefits, employer branding, recruitment and organisation development efforts.
She has experiences in leading the team to design EDB’s leadership competency framework, developing and executing EDB’s employer brand, designing and managing EDB’s new mission and vision process, conceptualising and managing EDB’s organisation transformation journey, leading efforts in organisational restructuring and new job design, and also working in close partnership with EDB’s top leadership team to ensure robust and deliberate succession planning for the organisation.
She is appointed by SPRING Singapore as Singapore’s first 10 HR advisors to help build Human Capital capabilities in Small and Medium Enterprises through provision of bespoke HR consultancy services. Prior to this, Ying Yuan spent 8 years with EDB's Biomedical Sciences Division, where she headed up the Pharmaceuticals and Biotechnology Group that was responsible for developing Singapore's pharmaceuticals and biotechnology industry, one of the fastest- growing sectors in Singapore then. In her capacity, she led the team to secure more than $800 million worth of fixed asset investments to Singapore, creating more than 700 skilled jobs.
Ying Yuan graduated from the Massachusetts Institute of Technology with a Masters in Chemical Engineering. She has 2 sons and enjoys reading, running and design.
